Can Americans read the words, "Oh say can you see"???

Why are not citizens of USA concerned about the growing DEFICITS and the growing number of high school DROPOUTS. Can we not see the enormous problems that are building for the next generations? Can the USA motto of "Don't ask, don't tell" ever be changed?
